Tim, Glad to hear you've looked into Co-Motion. A Nor'Wester would, I think, make a great rain bike/commuter.

I'm wanting to build a custom rain bike for this upcoming winter. I know there are some great local custom frame builders, but before I make a decision I want to make sure I'm aware of all my choices. So I thought I would ask OBRA-land out there to send me the names of any custom frame builders out there. Either big name builders or small volume low profile builders are all okay. Here is some information on what I have in mind for the frame that might help lead me to a builder specializing in this area... I really like the idea of supporting our local talent...and who better top build a wicked rain bike than someone in the rain riding capital of the world! 1. Frame material: STEEL
I've done some online looking at Vanilla & Co-Motion, but I have heard there are some small local builders doing some great work too, I'm just not sure how to find them.
