I'm certainly no bike mechanic, but would not a coaster brake equipped bike be rendered brake-less in the case of a broken chain? I don't think anyone would argue with a hub coaster brake meeting the defintion of a brake...

No. Brake cables seldom break, and if a bike is properly maintained,
it is even more unlikely.
