I think that's a great idea. There was so much discussion about sandbagging this year that a formal system for selecting categories makes sense. Maintaining reciprocity between USCF and OBRA is also a good idea for those of us who occasionally travel to other states to race. It will also likely require that we swallow their system whole; i.e. change the categories to 1 through 4, have criteria for categorization rather than have it be self selected, etc. Let us know what you think.
