Although I appreciate the "Not an OBRA event" disclaimer, the note below is
inappropriate. "Races" that do not have rules, are not insured, do not have
officials, do not have road use authorization or permitting, etc. do not
help the cause of bicycle racing they hurt it. Training rides should be
considered just that...training rides. Pack riding on open roads with out
special use permits, lead and follow vehicles, appropriate signage and
corner marshalling is illegal and unsafe. In many parts of the country the
existence of "unofficial" races has made it nearly impossible to obtain road
use permits and consequently there are very few road events.

This Thursday evening ride has existed for several years. If it is going to
be considered in any way a race it is way past time that someone steps up
and does the few things that are required of races. These things are NOT
difficult to do. Get a permit to allow use of the road from the appropriate
road use authority. OBRA will provide insurance and signage. There will be
costs but they are so small that a single sponsor could cover them and still
have a free entry fee if that is the goal. Alternatively a $3 entry fee
could cover costs if volunteer labor is used.

On the other hand, if this is to remain a training ride then don't pretend
that it is a race. Don't publicize it as a race on the racing association
mailing list. Most importantly, don't ride like a race i.e. don't ride more
than 2 abreast, don't obstruct traffic, obey all traffic signs.
