I wasn't planning on jumping in, however if this idea does come to fruition, then a couple of points should be addressed: 1) Accountability: There would need to be some sort of safeguard against abuse. If anyone can anonymously willy nilly enter a report that then fires off emails left and right to all on the OBRA list and designated law enforcement, you definitely have the potential for abuse. I do think that the best solution is to allow folks that experience something to be able to do the data entry, otherwise it could become a burden on whoever is designated as "data enterer" and the database will languish. I'd suggest adding an accountability layer whereas the "victim" has to enter who they are into the system (even if it is not displayed in the report). 2) Would anyone be able to run a report, or would it be only available to certain "administrators". Are there any privacy restrictions related to this? (playing devils advocate here) Would you want to be entered in the database maliciously and have your info be able to be displayed by any person? 3) This database should be accessible/usable by all cyclists - regardless of their OBRA affiliation. It can also be setup so that an email can be sent to the law enforcement jurisdiction that the incident took place in, but you will have to have a point of contact for the jurisdiction.
