That is open for discussion. You can do it one of two ways. The person involved with the incident files the 'report'. Then: 1) A broadcast email is sent out to all on the obra chat group of the incident 2) Nothing is done, but the incident is stored in the database In either case, the incident can be retreived by performing a web-based search from the web frontend. It can also be setup so that an email can be sent to the law enforcement jurisdiction that the incident took place in, but you will have to have a point of contact for the jurisdiction.
