I would have a the DB setup as a RDBS:
Table: Location
Date (YYYY/MM/DD) <
City
County
State
Street/intersection
Address/mile marker

Table: Vehicle
Make
Type
Color
Sex (of driver)
State (License)
Date (YYYY/MM/DD) <
Year

I have a number of queries that can be based on this construct. Erik, if you want to exchange info, please feel free.

The above would enable searching the database by make and model, and also by
road. This could lead to some information that could be very useful down the
road.
If a report doesn't include a list of minimal information such as Vehicle
make, color, city, state and road, it shouldn't be added to the database as
it would not be useful information.

 I could do it. Perhaps we could collectively arrive at a list of
information to gather, and I'll make a place where we can log
incidents and search the database based on some of these attributes.

I'll start with the info elements:

- date occurred
- approximate location
- severity rating (1-10)
- vehicle color
- vehicle description
- license plate
- explanation of event

Anything else?

This is a great idea. The data that could be assembled would be of
 great
 use in campaigning for action and change on behalf of our local officials.
 They seem to respond better to hard data. Is there anyone out there
 with
 the knowledge and resources to host the site and manage the data?

I was talking to one of the BTA people about the road rage and harassment
  of
cyclists on the road. One of the ideas is to set up a internet page
   to log
 in occurrences with details(license plate, location, action). This
   information can be used to provide high incidence areas, and high
  incidence
 drivers. The local and state police will be forced to act once data
   is gathered. Additionally insurance companies could access this
 information.
  Collected numbers and facts have a way of bringing visibility to a
  problem.
