We're hoping to solicit as many cyclists as possible to come to the Tuesday,
December 5th, 7:00 pm (6:15 sign up) Lane County Public Hearing meeting on
the Federal funds that recently became available. Your help is needed to
persuade the County Commissioners to spend this money on good quality
pavement for Lane County roads. All cyclists are welcome. We'd love to
pack the room and could use the help of cyclists from any County, but keep
in mind... you'll be asked your address if you speak to the board, so, Lane
County speakers only please.

We've spoken in front of the Lane County board several times since last
Spring. We've emailed them many times. We went on a field trip with
Commissioner Cindy Wheeldryer and the road maintainance supervisor. And
currently, we're working with the Lane County Roads Advisory Committee,
which is a public sounding board.... a filtering committee for the board,
the public, and Public works. We are having limited success, but are
continuing to fight for better roads.

At the end of the summer, word came through that the Federal government was
going to give the county a 5 year grant to help replace the money lost from
decoupling with the Timber revenues. The first year it's 18.3 million. The
Commissioners have decided to "hear from the public" on how to spend this
money. They've scheduled a public hearing for Tuesday December 5th, at 7:00
pm, in Harris Hall. There will be people there wanting money for everything
from jails, to boat ramps. We, of course, want some of the money to be
spent for good quality pavement.

You've all probably seen the brief that we put out early in the summer, that
explains the chip seal problem. If anyone hasn't seen this, and needs a
copy to prepare themselves to speak, please email me. It identifies several
examples of problems with chip seal.

The County hears public comment every week, but this meeting is special.
It's specifically about this Federal money. We plan on speaking (if we can
get high enough up on the sign up sheet), and delivering a copy of our
goals, which the commissioners have seen before. Where you come in, is for
the Commissioners to hear from other voters beside us (Phil and Jay and I).
Any aspect of chip seal you might want to speak on would be good. We need
to let them know, that there are votes behind this.

The speaking session at the December 5th meeting could be short. Possibly
only 20 minutes long, with only 2 minutes given to each speaker. They (the
County) may lengthen this, if they see lots of people signed up. We won't
know 'til we get there. There will be competition for who can get to the
sign up sheet first. It's first come, first served. Even if you don't get
to speak, showing up matters. I encourage people to write something out.
That way you can email it to the Commissioners later, saying that you did
not get a chance to speak that night, but were there, and this is what you
would have said to them. For sign up, we're suggesting that people show up
at 6:15. The sign up sheet becomes available at 6:30. Public session is at
7:00. The meeting is at Harris Hall, downtown (see attached flyer).

By the way... you don't have to have a long speech. What matters is that
you are standing before them, and took the time to come down. All you
really need is about 60 seconds. Say who you are, that you are against chip
seal, and are in favor of spending the Federal monies on pavement.   But if
you want to add anything about other points againts chip seal, feel free.

Our current read of the situation, is that we will probably never be given
the chance to have a public hearing just on chip seal. The Commissioners
have not responded to our repeated requests for this. We have been advised
that this may be the ONLY opportunity we'll have to publicly speak to them.
We're just lucky this situation fell in our laps. Our only other course,
would be an emailing campaign, which most likely will still be needed later
in the Winter.
