There are very specific rules on the road. Actually far more specific than
the MTB rules. They are listed at http://www.obra.org/upgrade_rules.html.
It should be noted that in order for results to count they have to have been
obtained in qualifying races. Only road races and criteriums count. Time
trials and handicaps do not. The races have to meet the minimum distance (or
time) and field size listed for that upgrade. Since there is no reasonable
system for collecting information on all results of all possible riders,
upgrades usually happen at the request of the rider. Occasionally a riders
results will be notable enough that they will be upgraded without requesting
it themselves. Actually in tabulating the BAR this information is generally
caught. If anyone has information about a rider who has results that should
merit an upgrade but who has not upgraded that information should be
forwarded to Candi Murray at cmur-@obra.org and she will evaluate.

On a related topic, there has recently been a problem with people obtaining
OBRA membership and selecting a category other than Cat 5 for men or Cat 4
for women despite the fact that they have yet to meet the upgrade criteria
or, for that matter, even compete in a road event. In theory a person needs
to present info supporting their category, like a USCF, ACA, ABR or CBR
membership. In practice people are slipping through, probably when
purchasing the membership at a race. This is not how the system works. You
don't get to self select category.

automatic upgrade (per Kevin Thompson).

Are there any rules for the road? Should someone with five 1rst place
finishes along with an additional three top 3 finishes still be able to race
cat 4? With these results it seems there are no rules, and if so, they are
inadequate or not being followed.

Is this sandbagging?
