As I understand for MTB, the upgrade rule is two 1rst place finishes or three
Top 3's is an automatic upgrade (per Kevin Thompson).

Are there any rules for the road? Should someone with five 1rst place
finishes along with an additional three top 3 finishes still be able to race cat 4?
With these results it seems there are no rules, and if so, they are
inadequate or not being followed.

Is this sandbagging?
