It sounds like you are saying the middle is off limits too, which it clearly isn't on a road that narrow. Without riding close to the middle there is now way to get around riders going 17 mph. Without riding in the middle there is only room for two abreast which makes it very easy for a team with 10 riders to slow it down and let a break go which they tried to do. The lead car was in front not letting any traffic down the road.
