Yes, Licenses purchased after November 1st are good until December 31, 04.

 the international license that the expiration would be extended to the next

Hi Candi - I'm not sure if Jan Luke clarified the International License deal
 or not... but if some one takes out an international license to do elite
men/women or U23 cross nationals it will only be good until Dec 31, 2003.
International license are different for Domestic. I get my renewal from USA
 cycling every year around xmas time. So those that are going to spend the
$150.00 - plus entry to basically do one race should know before hand. I
don't think there will be to many people in this boat, but just thought I
would bring it up for the few thinking about it or don't realize the
difference.

See note below about the license required to ride at the Cyclocross
Nationals.    Licenses will be available for purchase at the race site.
They are good for 12 months so you should be able to get both years of
Nationals out of the one license, only if you buy it at the event so that
in
covers the 12/11/2005 event. You must bring proof on residency in the
form
of birth certificate, passport or military id. If you have a license now
and it says 'limited' on it, that means that you did not provide proof of
residency when you purchased it. If you win the championships you will not
  qualify for the jersey with that proof. If any of you have any more
questions let me know. The schedule for the events are up on the website

Remember that this is a USAC event, they establish the entry fees and the
rules.

Happy to clarify, directly from Matt

"All National Championships categories require USAC Annual Licenses. Elite
  Men, Elite Women, and U23 require an International license. All other
National Championship categories are ok to ride on either a USCF or NORBA
annual license".

All non National Championship races (B, C, Single Speed, etc) may have
one-days or annuals.

It might be a good idea to get this message up on the NW web-site.

We are getting different messages about who can ride the national events.
 Originally the message went out that they could by one day licenses but
  a
 one day license could not win a jersey.
Now the message is going out that all riders must have annual licenses.
   While I can understand that, up here with the non uscf demographics it would
 seem that we could certainly increase the particiaption with one day
licenses. Brad said that this was his understanding = that if there was
  a
 USCF category then they had to have annual licenses, if it was a non
standard category - like cat c or single speed that a one day would suffice.
 Will you double check this for me so we can get the word out way in advance?
 
One other thing, Randy Shafer had sent a message earlier that there were
   some officials appointed by Colorado Springs. Will there be more coming
   then Randy, Jim, You and the 5 here in Oregon?
