In order to intentionally contaminate the water source one would need to climb the small fence with enough contaminant to be effective. While this is possible, it is not technically easy given the amount of material that would be required. A single guy jumping the fence with a back pack wouldn't do it. The threat of terrorism is really a smoke screen in this issue as it has been in many other issues since 9/11. The probability of other catastrophic events both individually and on a community scale is much greater. Surface water sources do get contaminated in non-intentional ways but so do underground water sources.
